I guess "Shelter in Place" just sounds better than "Shelter wherever you think the next 30 days of your life could be best spent." .

When we've got a tornado warning in place around here, for instance, and we hear, "SHELTER IN PLACE!" all over the radio, cops aren't out arresting people for driving home from work early as opposed to taking shelter at the office. And I have no vested interest in OP being right. Don't know the guy.
