3 weeks will becomen 3 month. Even if not necessary. An opportunity to test out their CoG plans they will not pass up. Get read for the long haul

They lockdown their individual states a few at a time, so as to not freak the American people out. Then The President will do the National Quarantine as a formality since everyone is already in lockdown. Even if only 10 states lockdown, everyone is expecting the rest by now and it won’t be a big of a shock to the masses for The President to Lockdown the whole Country.
