It seems to me like the NIH was used as a sort of "medium" for funds for this kind of research. In 2013 a study was done that was done by the Wuhan lab in conjunction with the ECO-Health Alliance. The ECO-Health alliance worked along side a program called PREDICT USAID, which was created to seek out different strains of possible pathogens.

Peter Daszak who's president of ECO-Health worked along side the WHO in creating a program called Disease X that would actively go out and seek out potential pathogens. Covid-19 is the first official virus that's actually been labeled as "Disease X." Back on March 17th a paper was published called "Disease X: accelerating the development of medical countermeasures for the next pandemic." That was authored by none other than Shmona Simpson of the Bill and Melinda Gates foundation. The paper calls for advanced surveillance of the population of infected, to gather data points. And use this whole of data approach to contain the contagion using contact tracing.

In essence a real justification for mass surveillance at the hands of the WHO, and funded by the "good will" of USAID projects.

I think what's going on here, is the NIH is being used by these organizations. Under the auspicious of "prevention," helped them find a bug that would scare the living crap out of everyone to giving up their rights. And ushering in a new age of digital mass surveillance.

Interestingly enough, was that after this 2013 study, someone at the NIH got real scared and they paused all funding for Gain of Function research. When the new administration came in. Right around December of 2017, the gain of function research funding pause was halted. I think it's because they probably felt that there was enough political turnover, and short attention spans in Washington that they could resume their research.

China is still the liable party no matter who paid and how much. It would be the same if you paid a private investigator $5000 to do some snooping and he went out with the money and got totally shit faced and high, then took a drive and killed a bus load of people.
