You cant have new businesses/economic growth without reliability

Opening back up provides even less certainty than now, which is not very good for the markets or consumer spending. Corona could disappear tomorrow and we'd still be facing economic collapse. The whole system was poised to crash long before Corona came around. Corona was the linchpin, the wheels are off. You nailed it, nothing but uncertainty. What about the commercial real estate sector? How many offices high rises are going to be vacant because people will only work remotely now? They can't convert all of those offices into apartments... the locations will make the rents astronomical. Who wants to pay a fortune to live in big cities any more? That means all of that real estate needs to be re-priced... that's more people losing millions or billions in real estate revenue. Consumers are going to save and not spend, because no one has any idea what's around the corner in the next 5-10-20 years... You can't shut down the entire world for a year or two, and expect things to bounce back overnight... or maybe EVER!
