Peter and John are STILL going to the temple, keeping the law, and Caiaphas, the high priest, ran the temple... you're lost... get saved... You DO realize that Acts 3 is BEFORE Paul's conversion? BEFORE the Apostles and disciples scattered because of Saul/Paul's persecution? HOW can you OVERLOOK that MOST LIKELY that they were still preaching at the Temple BECAUSE Father God and Jesus WANTED them to?   Peter and John were preaching that the J*ws had just killed their long awaited king and messiah ... that's a very different message from Paul's...that he came and died for our sins... After the resurrection of Christ and upon receiving the Holy Spirit they preached this very message. That Christ came and died for their sins and for the sins of the world. This was while Paul was still persecuting everyone.
