With no end game solution, only a failing emergency brake is it the individuals right to choose his fate? Breaking the lock down may or may not provide a few temporary reduced paychecks for starving souls, but will quickly overwhelm everyone else with plague. Should this be governments call or the individuals? If you were a governor which would you choose?
