A lot of people famously dodged charges, because no one was actually charged with any crimes related to the original purpose of the investigation. Instead it was all technical stuff like "even though this person didn't do anything wrong, they didn't tell us they didn't do anything wrong, so we are charging them with obstruction of justice". That level of bullshit. Even those Russians that Mueller announced indictments on...they showed up, ready for court. And Mueller dropped the charges, because they were bullshit charges.
