The First Responders looked like it was their first day trying to load a guy into the ambulance.

So I guess the story here is that Black T Shirt man is sick and is going to hospital, so to protect those in the Amberlamps they make him go into a ventilated bag on the gurney first.

Sorry OP, but you need to stop, think and use your brain before you start calling "conspiracy".
I've walked to an ambulance and then got on a stretcher before being loaded in.

Got to keep any patient isolated these days in an ambulance if you want to use it for next patient.
