Because commies are clueless on how to economicly develop and maintain infrastructure to refine the oil in to gasoline.

They stole the oil rigs, and refineries from American companies in the 90's and then through poor maintenance lost the ability to run them. Commies tend to kill off skilled labor like engineers and material scientists.

They literally dont know how to create anything new or maintain civilization. So inevitably the complex machinery disintegrates. They literally cannot pump any oil out of the ground.

Isn't communism great!
