The Eagle is also declawed. Eagles symbolize protection— “eagle eye” — being on the look out for one’s enemies. If the head is missing, the Eagle has no brain or eyes.

Without a head, I don’t think the eagle could see the enemy, enemies , or think and plan.

The Trump Organization has also taken lot of taxpayer money. The correct action of the POTUS would have been to not charge for rooms, food, and golf cart rentals for his entourage.
