Many of those arrested in various cities have been from out-of-state. Travel, food, and lodging had to have been arranged---and these riots are occurring a bare few days after the incident. Small "spontaneous" protests against police brutality may have been forseeable, but the worst offending cop has been arrested and charged with murder, and the 3 others fired, and the FBI has been sent to investigate the police.
