You are ignorant of who has derestriction in a constitutional Republic.
The Governor of each state is responsible for law and order in that state.
States can have different laws from each other.

The Federal Government is responsible for the protection of all citizens and there is some overlap.
But if the Governor is duly elected by the people of that state and is upholding constitutional laws there is little the Fedral Government can do , usless a case is brought to the Supreme Court and a ruling is made and directed by the supreme court.
The states are like a collection of countries agreeing to follow the constitution.
