PROVING THAT OFFICER DEREK CHAUVIN WAS FOLLOWING POLICE POLICY AND GUIDELINES.

Tentative agreement would ban chokeholds, neck restraints by Minneapolis police

The Minneapolis Police Department will ban officers from using chokeholds and neck restraints and strengthen the requirements for officers to intervene if a colleague is using excessive force, under a new deal negotiated between the city and the state.

The tentative agreement — which still requires a judge's approval — also seeks to give the public more access to officers' disciplinary decisions and to limit the number of supervisors who can authorize the use of tear gas, rubber bullets and other similar tactics to disperse demonstrators.

the action is hot and heavy this evening so I am not surprised no one is picking up on this thread.

This announcement proves the utter hypocrisy of the Minneapolis city council, district attorney, and everyone who ignores the fact that the officers were trained to do EXACTLY what they did with the drugged out lunatic George Floyd.

That's not ho they learned how to do this. Most cope attend martial arts classes and this is where they learned the technique. If you notice in the video though he broke that mans neck when he was on the ground. In martial arts class we teach you to hold them down with this technique by placing the knee in the shoulder blades and not the neck.

actually, the knee on the neck technique has been taught in the Minneapolis police department for a long time, it is in their manual as a non lethal restraint.

Frey wasted little time condemning how officers handled the arrest George Floyd. The knee in the back of Floyd’s neck is training Mylan Masson recognized.

“It used to be a training method used quite a bit.
The reason was it was, was if you can control the head you can control the body,” Masson said.

Masson is a former Minneapolis Park police officer who now teaches law enforcement training. With just a short video clip to go on, Masson said some context may be missing. But she said officers are taught to be careful of the neck and back.

“We would teach that but once the person was under control, the threat was stopped, then we would release that move,” Masson said.

...A neck restraint is listed as a "non-deadly force option" in the Minneapolis Police Department Policy & Procedure Manual, according to the police.


The Unconscious Neck Restraint shall only be applied in the following circumstances:

On a subject who is exhibiting active aggression, or;
For life saving purposes, or;
On a subject who is exhibiting active resistance in order to gain control of the subject; and if lesser attempts at control have been or would likely be ineffective.
Neck restraints shall not be used against subjects who are passively resisting as defined by policy.

"It is a control technique, so you can make sure that if you control the head, you can control the rest of the body," Masson explained. "But of course, there are parameters on that. We do a light pressure on there, just enough to stop the threat and we also make sure that, of course, the person isn’t going to be harmed in any way."

Masson said MPD also does not typically teach the "knee on neck" technique and instead teaches "knee into shoulder blades" as a restraint tactic.

It seems to me the cop might have been set up if he was just following guidelines. Maybe he expected the guy to pass out, per the training, and Floyd being high on two drugs, combined with heart condition is what caused the death. Seems a set up, or at very least, a bad result being taken advantage of. Either way it fits the overall agenda to destroy our country.

Yeah, anyone who believes that Chauvin intended to murder Floyd in broad daylight with a dozen witnesses and knowing he was on video, is suffering from moranism.

If you read the stats of how neck restraints usually play out in Minneapolis, about 25% pass out, the same way a person would if you apply a rear naked sleeper hold.

Which is why the neck on the knee is taught in training as a method of prone restraint for a drugged up giant who is resisting arrest.

Floyd was the first to die from that technique out of hundreds it was used on.

Perhaps the cops should have interviewed him first to find out he was Covid-19 positive, had a heart condition, sickle cell anemia, and was speedballing on meth and fentanyl.

Knowing that, as soon as he got aggressive, they could have just released him and let him drive his Mercedes into the nearest bystander.
