1. Because the energy spent is practically the same, as in Universe no energy is needed to travel, just the push, so all that equipment or that technology can just go there with the same money just in more time.

2. Because who ever takes control of the Moon can use it as advantage, Military, or any advantage so better go to the Moon since it's a neutral space far away.

3. Because if you go to the Moon first but you know something is coming that will destroy Earth and affect the Moon, then you better go to Mars and not the moon as last chance and if it is a success ok, a gambling.

4. Because Mars is far, you can built easily another deception, which who ever controls it, can control Earth and all resources through it, because you might see spacecrafts going out, nice Mars broadcasts, civilization there and so...but all fake, you'll never know it, but you will embrace it and do everything for the hope that you might be also one of the few that will go there to that supreme life, the new civilization.
