Just how over bloated and wasteful was the NYC PD budget anyway?

Could $1B be cut to eliminate waste and departmental fraud and be spent on more effective programs for the community? I think this is a valid question. It seems that Law Enforcement has been problematic in NYC since Republican Rudy left office.
