Thats right.
Government employees are under Admiralty/Statutory Law and Civilians are under Common Law.
The Statutory governor can order mask wearing for his employees subject to statutes, codes, regulations and acts, which DO NOT apply to civilians. This means bus drivers, police, judges, court officials and Federal, State and city employees.
Govt employees cannot refuse masks.
Civilians can refuse masks or wear them, depending upon what The People decide.
Govt is simply NOT in our Jurisdiction.
