Since the article did not mention where in Tennessee this is, i looked it up. All locations mentioned are in Tennessee even though there are cities with the same names in other states.

They have two locations one in Soddy Daisy (yes, i know, moving on) which is in Hamilton County. The county seat of Hamilton County is Chattanooga.

The other location is in Dayton which is in Rhea county about 35 miles away. Dayton is the county seat. Dayton considers itself to be in a city alliance with Cleveland and Chattanooga.

So, probably the place to look for people making thrests (the ones who live in Tennessee) is probably going to be Chattanooga.
