It's a deceptive move. It's the hantavirus. They know it. They are simply playing dumb because the world knows they purposely allowed the Coronavirus to spread for 9 days around the world while they closed all domestic travel. A brilliant move to put them back on top but a poorly executed long term plan.

It is some form of Bubonic plague by otherwise you're correct.
