Because it wasn't created for SARS-CoV-2 and doctors cannot use medication created for one thing to treat another even if it is a viable treatment?
For example: if a pill made for something is shown to have a side effect of lowering blood pressure that pill may not be prescribed to treat blood pressure, only what it has been marketed for.
