Shits been going on for several years after Tumblr shutdown porn on their website. Nobody does anything about it. Feds dont give two shits.

Some of this is about on par with the Toddlers and Tiaras crowd. They won't stop is it. Even if it is psychologically suggestive, they will leave it up.

These sort of images have been around for many, many years now and not unique to instagram. I found out about this sort of thing after ABC ran a story on them, gosh it was at least 15 years ago but they were actually dedicated websites that were the subject of that story....I was outraged.

Tried several different resources to try to get someone to help but got basically the same answer no matter where I went....

The people who produce these are VERY CAREFUL to not cross the (LEGAL) line over to child porn and even if and when authorities find one that does it's very difficult to 1. track them down and or 2. to shut them down.

Most originate in foreign countries so are mostly unreachable by law enforcement and even if you succeed in having them removed from a their server they just pop up under another one or under different (fake) ownership information.

Sad but it's the way it is....

No other country agrees with the US on these "sex offender" issues. In fact, the US didnt even agree with the US until Bush Jr. Thread: By todays US sexual standards, the author, producer, director, and entire cast of "Summer of 42" would be imprisoned as "sex offenders.
