The main reason for having a state is to protect the lives, health and property of its citizens. By defunding the police and ordering the police to stand down in the face of violent unrest, the state and city leaders, mators and governors, are violating the contract between state and people, according to political science, state theory. How this is reflected in the constitutions of states differ, but there can be no state if elected leaders cannot be held accontable for gross misconduct, incompetence or dereliction of duty.

I guess the insurrection act could be used in this situation too, as the democrats are aiding and abetting terrorists and crominals who are expressing that they want to burn America to the ground as they are roaming the streets, destroying federal property and putting the lives and health of other people at risk.
