I think that the chaos and civil unrest they were afraid of happening if they disclosed that fact that extra-terrestrials do exist, is happening anyway from other triggers. So, why not slip that right in there... body bats an eye because anything and everything is not a shock anymore. Hell has frozen over and there is no point of no return at this stage, so bring on the aliens!
