A new system would require a political takeover before being established. It would be impossible to change a country without first removing the current system, therefore a THIRD political party would be required to first remove the current system and then install a new corrupt free one... its not exactly a children's gang hut we are talking about here but the replacement of an entire nations political and legal system.
