You're right, it is too big, too rigged, and too corrupt. I was thinking neighborhood groups, but the rich and the violent areas would let each other off. The middle would convict each other. We need to practice jury nullification for ridiculous laws. But we can see certain groups want to let each other off for terrible crimes.
Need local groups of wise people with no financial interest in the outcome.

And if they falsely accuse someone, or present false witness, they should get the punishment that person would have received
Someone had a thread here about two women who killed the ones son. The police know they did it, the one said what she had done, but we have to go through long trials and still Maybe no punishment? That should be instant.
And then we have the media, who tries to say public opinion based on their bias, not on the truth.

But you also have individuals jailed for 20 or 30 years freed on DNA evidence, so we must be careful.
