How about more likely that material was being used to make bombs over this time - Israel and or the US found out about it and a Mossad or Seal op just went down to blow up the rest.

Lebanon cant say - their special forces blew it up - because the next question is - Why did they blow it up? and the correct answer is we were weaponizing it over time for terror group a,b,and/or c?
