Portland - strategic coastal entry from?

So if 'they' took on settling troops off the coast of Portland as an entry point to infiltrate - who needs to come through Mexico? they can room up with the movement now in play in Portland and piggy back through, setting up camps in and and around the cover of the thick of the woods through out northern California all the way down the western coast line?
