Guard units could have cyber-warfare mission

An expanded cyber-warfare role for the Air National Guard is coming.

Lt. Gen. Robert Elder, the active-duty commander of the 8th Air Force who spearheaded the creation of the provisional Air Force cyber command, said Tuesday he’d like to see every state’s Air Guard with a unit dedicated to cyber-warfare issues — from squadrons that work in association with active-duty counterparts to units designed to respond to domestic disasters.

Elder was speaking on Capitol Hill in Washington, D.C.

The adjutant general of the Maryland National Guard, Maj. Gen. Bruce Tuxill, said the Maryland Air Guard has created a cyber team by using positions no longer needed for flying missions and turning them into cyber positions. For example, since the C-130J Hercules does not require a navigator — as the Maryland Guard switched from older C-130s to the J-models — the unneeded navigator positions became cyber positions.

Elder said having a cyber Guard unit in each state would quicken response time to help local communities and states deal with disasters or attacks that knocked out civilian communications and computer networks.
