As an example of what could happen if that was done go back and look at Lyndon B. Johnson's first US Senate Race primary (Texas 1948). LBJ won that race by all of 87 votes (for the entire State of Texas). That race was filled with fraud at all levels... LBJ just outfrauded his opponent (who was also doing all the shenanigans he could do).
