You seem to have missed part of the progression of this. 11:00 PM is one hour later than the 10:00 PM last call that bars were allowed up until last night. So, while 11:00 PM still sucks for bars, their last call time just got extended, not decreased. Your thread title and the wording of your post seem to be implying just the opposite.

Still moving off the western slope, just left Montrose yesterday, entire state covered in heavy smoke, multiple fires raging, sucks for tourists

I live in Thornton. Went out to a bar last night to see a band. They were getting ready to shut things down and kick everybody out around 10:30 PM. They told me "Come back tomorrow, because we'll be able to stay open later". 11:00 PM still sucks for last call, but it's better than 10:00 PM.
