Okay, without looking up what this is, my take on the ad is the dystopian reality is being a worker-slave who can't access the money they've earned until "payday". So, this seems to be a new system where people can access what they've earned without waiting for payday. Kind of how day labor works, right? It's a kinder, gentler plantation.
In his poem Human Pride, Marx admits that his aim is not to improve the world, reform or revolutionize it, but simply to ruin it and enjoy it being ruined:

With disdain I will throw my gauntlet full in the face of the world,
And see the collapse of this pygmy giant whose fall will not stifle my ardor.
Then will I wander godlike and victorious through the ruins of the world
And, giving my words an active force, I will feel equal to the Creator.

“Looking for consciousness in the brain is like looking in the radio for the announcer.”

Agenda 20-30 (getting individual vehicles off the road).

I wouldn't take an Uber if they paid me.

Didn't read, yet, but it looks like a service that the employer pays for and it IS giving the employee their earned pay on demand.

Employer benefit but the employee pays a fee when using:

PayActiv membership fee is the fee paid by employees only when they access services including their earned but unpaid income. It is an ATM like flat fee. There are no enrollment or recurring fees.

Uber is teaching us that we don’t need the freedom to drive whenever and however we choose. Then it’s just a short hop to only AI controlled travel all the time. No unautomated travel will be allowed. Taking the car out for a spin will be reserved for the chosen people, the zio-Masonic-uber illuminated-elitist class. How nice; but what happens to the auto insurance companies and Jiffy Lube when the man/beast is making all the decisions and maintaining the all electric vehicle fleet? A Vette or a 57-Chevy will be a distant memory.

$5.00 fee
If you want to access the money, you simply pay a flat $5.00 transaction fee. Once you pay the $5 fee, you may make up to 3 transactions against your available balance through the rest of that pay period at no additional cost. Interest is never charged through PayActiv.

When payroll/your paycheck is calculated, the amount you were already paid is deducted from your paycheck.

Man, is this ever going to be a money maker.

It will only work in cities. It remains to be seen how many of the dummies would choose not to own a vehicle or learn to drive. Agenda 20-30 wants to create a stack 'n pack existence for worker bees, like Hong Kong but the US is not Hong Kong or even anything like Europe where people live in tight spaces and use trains for nearby travel. Worker bees in big cities, though, I can see going for it. No car payment, no insurance, no maintenance, no parking expenses.

Exactly and everything will be pay as you go or leased. Next to nothing in the Agenda 20-30 city will be owned by individuals.

this is definitely a progression from pay day loans. at least in this method the creditor will get their monies guaranteed, it's already been earned by the client. The client gets to access their total earnings up to real time if need be, and for a reasonable fee, relatively speaking.......

Re: PayActiv commercial: very dystopian in vibe
Western governments have been in the business of subsidizing commercials for some time now, one way or the other. They are putting positive spin on what is incoming and attempting to leave a sense of feelgoodness around the idea that the working poor who WILL be increasingly oppressed by the man will at least have their Visa card so they can continue to patronize the four remaining businesses on the planet.

It is insulting to those who can see through it and reassuring to those who can't or won't. And that's what they were going for.
My people- infants are their oppressors, and women rule over them. O my people, your guides mislead you and they have swallowed up the course of your paths.

I have no doubt that time will come...esp in cities. It feels like this time right now is the point in which 'they' have chosen to bring in the transition....like Trump and other right leaning political leaders are our last hope and once they have finished then everything is out of our hands and 'they' will do their global takeover or whatever....... seems almost inevitable as bleak and defeatist as that sounds..?
Anyway i will stay in the outskirts but what a messed up future our kids n grand kids will have.... I only hope they don't realise it is so and seem happy in their illusion of happiness and freedom hf

ps - man that took some time to figure what i could not say to post it lol, you cannot say fr*nge meaning outskirts??
