I've always suspected that even the billionaires aren't the ones really in charge and people like the Queen are just figure heads or "avatars" for the people who play the world like a game of chess. I bet they literally sit in front of a game board and move pieces around deciding what happens next. How do they control it? Wealth. They have such immeasurable wealth that they control the people who control the people who control us.
