Hydroponic plants say, in a windowless garage or even fully underground with an earth covered roof. Im thinking just one glass skylight be enough. 15 inch by 15 inch
That enough for an underground room full of plants

you need an east west A-frame skylight otherwise the angle of light would only be in the high noon.the A-frame will dampen high noon temps in the garden.

A frame is your best bet to capture the most angled morning/afternoon light.

Would not be optimal, but it would work.

Never used LEDs personally other than with orchids and succulents, but energy wise yes they're more proficient and can even be used for blooming if I remember correctly. They were a new option years ago and we quit growing before we could try them. They offer specific light spectrums too which can be beneficial. Look into the LEDs for sure. Solar panel is a good idea.

Also if what you're growing can get stinky, look into a carbon filter. It will be necessary.....

And this...dehumidifier, air purifier, and a simple fan to move air around. If the space has no accessable fresh airflow then that's a tough one.

tomatoes indoors is year round top end food,throw in some flowers for winter cheer me up and some cukes for salads.in the side holes grow radishes and carrots.on the extra floor space grow cantelopes.

My conclusion so far is skylights plus an additional electric light

Which kind of ligbt i dont know

Lets say we got a pitch black room and it takes 500watts
To make vine plants to grow well

If i put in 2 skylights 15inch by 15 inch...in effect 30x30

My guess is i will only need 100watts to make those plants grow

Your idea is not worth the effort.
The distance, angles, and glass matter.
Wattage of flux will be negligible, far away, with modern double panes, and at oblique angles.
You want photoperiod control anyways.
