Calling Tech Savvy Saints to help me catch my online Scammer

Greetings fair GLPers. I am very sick to my stomach. I have been scammed out of nearly a grand and another person I know out of 2000. All online and through Telegram. Long story short, we have learned our lesson and are now trying to find justice. We have “some” information about the perp but are trying to find out where he is actually located and how we can get him to know that he can scam ad nauseum and get away with it. He is either in Canada or the US. Please help if you can. I am humbly asking in the name of justice.
