Spent a bit of time looking at this a couple of weeks back. Most of the detention facilities are old underground military bunkers that are controlled by the state of California. Often golf courses are on top of the old bunkers and hospitals/research facilities are within walking distance. I’m of the belief that it’s true, and that the underworld is so much worse than the average person could ever believe. If you’ve read about the getty and the underground city of degeneracy, and how the queen knighted him after finishing the bunker underneath, it seems quite possible that this is real.
