Any income that is sourced in the states can be taxed by the IRS. As well, the 100% exemption on dividends applies to bona fide residents of Puerto Rico. If an owner of the company remains in the states, they will pay 4% at the corporate level to Hacienda and the applicable tax rate for foreign distributions to the IRS.
