The lock down of society.
Controlled food distribution of food and necessary goods.
The shuttering of businesses.
The use of law enforcement to enforce illegal order's and mandates. The termination of critical infrastructure for those who did not comply!
The demonetization of those who failed to comply!

I think it was a practice or test run for what is coming. A world wide life changing event that will forever change life as we know it!
Complete lock down with no means of travel or escape! Road blocks.
You will not be allowed to leave your shack, No utilities, Water or food No delivery's nota STFU and stay in your shack or be dragged off or killed.
