The main message of Falun Gong is that if people try to harmonize themselves with truthfulness, compassion and forbearance, their lives will improve. Their health will improve and their relationships with family, co-workers, etc will improve. The main reason that the Communist Party is locking them up is that the Communists want people to practice fear, deceit and conflict. Therefor Falun Gong (Falun Dafa) is quite a threat to them.

Dictator Jiang Zemin instigated the persecution against the wishes of the Politbura, and used it to build a huge security apparatus, including hundreds of forced labor camps.

Many times Falun Gong representatives from various cities, including Beijing, tried to talk with CCP officials to see if they could come to come agreement, but the CCP both in China and abroad refuse to even accept letters from Falun Gong.

Under the Chinese constitution, Falun Gong was not doing anything wrong, as the were guaranteed freedom of religion. They weren't doing anything wrong when Jiang Zemin decided to instigate the persecution.

And how does you account for the Chinese consulates carrying out the persecution overseas? Against US and Canadian citizens.
