There r more jobs available than applicants in my Ohio town

Was talking with a friend today, he's trying desperately to get people to help him with some work, willing to pay REALLY good money under the table - nope. People LITERALLY saying meh, you're already paying me - you pay taxed LOLOL stupid old man. Lots of folk here looking for workers, lots of unemployed people - yet nobody looking for a job?
