This is not consistent with a professional intelligence report. It definitely does not look like any government report and it’s frankly juvenile compared to a research report that a professional shop (usually law firms) would draft. This looks like it was published by a guy out of his basement. No indications that this is government or even professional. The syntax and word choice are fairly indicative that whoever wrote this is not an accomplished writer nor does it fit the format and citation structure of any professional reports I’ve reviewed or worked on.

It also appears French in origin. This is more likely disinformation or a crazy guy ranting on his computer than anything actionable.

This was exactly my thought on their strategy of the timed release. They know what they are doing and will maximize impact.
