Where can you live or visit where it is seen as normal or traditional to drink alcohol in public before noon?

The title of the thread sums it up. I would like to visit a place where people can, at least for the morning, go back to a younger or more carefree version of themselves by having food and alcohol in groups and not be seen as unnormal.

I think of "oktoberfest" and if there is any place that is in the continental US that would be more favored but any and or all suggestions and comments welcome.
