When you scan a document and use OCR it makes mistakes. You can then manually fix the mistakes before you save the document.

I suspect what happened here is they filed the complaint. The court scanned and published the document.

so either:
1. The OCR failed on the title
or
2. The person deliberately modified the title before saving
