The sign in the Heavens on that day does seem to be showing Satan being cast out of Heaven and down into the Earth. But I wouldn't say that will be the Rise of Babylon but rather the start of Babylons fall. For no place shall from then on be found for Satan and his in the Heavens.

I'm actually working on a thread that shows it quite well using only God's Appointed Times, His Mazzaroth (using the signs in the Heavens being currently given) and Scripture. To understand the 12/21/2020 sign one needs to look back and Forward both.

The sign does show Satan being cast Down into the Earth. The connection that really confirmed this for me wasn't Jupiter pushing Saturn down below the Horizon, but the time that the conjunction of planets passes below the Horizon as seen in Jerusalem. It happens exactly at 2 hrs and 22 minutes after the sun sets below the Horizon.

Go back exactly 49 weeks to Monday, January 13, 2020 there was another conjunction that day Saturn and Pluto both at 22 deg in Sagittarius along with the Sun.

Another interesting item is that 12/21/2020 is exactly 80 weeks from the 6/10/2019 Genesis 3:15 sign in the Heavens that happened at the end of Shavuot 6/8-9/2019.

the 2 22 is related to the Shavuot wave offering, two items each of two each (Two yearling Lambs and Two loaves of rich wheat bread) offered up at the same time by the High Priest as a firstfruits wave offering during Shavuot the Feast of Weeks.

In the thread I'm putting together I also show and explain with scripture the ManChild's Birth sign given in the heavens 1290 days before the 12/21/2020 Sign.

Babylon has already risen, what we are looking forward to is the fall of Babylon (Revelation 17-18).

The Satanic banking cartel, when full disclosure of what this world really is, that's the apocalypse (great revealing).
