Afaik Arecibo had nothing to do with solar monitoring, all solar observations are still running, feeds from Stereo A/B, etc with the occasional suspect "data glitch".

I do however wonder if this was a suspect timing for the "accident" at Arecibo, as this was I believe used in monitoring NEO or hazardous objects, and possibly in SETI work.

So I do think you may be right in a sense, but not on a grid down cover.
