WTF Tards?
I would think under any accurate accounting tabulating system that uses automated equipment...
A standard "Test-Run" of known ballots both before, and after, the machines were put into operation to verify accuracy?
Any normal operation would typically require this?
I take-it this was NOT done?
I run test and measuring equipment, and I am constantly checking the accuracy against a Known-Standard.
Especially where Critical Measurements are required.
