I believe Trump is still waiting for Ratcliff's report.
The EO says must be completed within 45 days of the election.

Under the EO, Trump cannot take action until after that report is received, and only if the report cites evidence of election fraud involving foreign actors.

Then the arrests and asset freezes can begin.
