What is a case? If someone is in contact with a "case" and they refuse to be tested they become a "case." If one "case" walks into a CVS drug store, everyone in that store during that day becomes a "case" until it is proven they test negative
We went through this in MA, they ended up giving up on the program because tracking "cases" is stupid!
