You're still going to have a hard time finding device drivers for hardware designed for Windows 10. You might get the OS running, but you might be without sound, or wireless, or any number of things.

If you absolutely MUST have Windows 7, look for the newest used PC with Windows 7 that you can find.

look for a local computer shop that sells refurbished dell desktops...most come from government agencies and they will be good for your needs.

just to be helpful.... win7 will run on most amd chips even early athlons. just make sure you got over 2 gig of ram. and some hard drive space.
