I have seen this, but I believe it is due to the snow fall.
Quoting: Phoenix Light No major snow for DC in the next 30 days. AccuWeather Washington, DC [ link to www.accuweather.com (secure)] I don't know why we're even entertaining the snow angle. If this was about a few inches of snow, we'd have heard about it happening every year since it snows in DC every winter.
