That has always been their plan. Depopulate the crater, get rid of the "useless eaters", and maintain the infrastructure to continue producing the comfort they fought so hard to steal. They don't need as many slaves, just thousands or a few million is enough. This is the New World Order.  This what you think the New World Order is Mr. Borg.... However, how it will turn out is yet to unfold....  Yes. You are right about that. No one knows their plan for sure, not even those who are putting it into practice. They are extremely compartmentalized.
