I was trying to update the title to include that they were flag tassels.

Those flags have tassels with words on them, but these almost look superimposed so that we can actually see them.

“Abeyance” was part of Inherent Resolve.

A simple boogle search found the answer in like 3 seconds. Military flag streamers. No que stuff, no hidden meaning, no hints, just a flag. People weird out of the strangest stuff.
